It means it's on you to resolve the discrepancy by revoking conflicting old laws and passing new ones that aren't conflicting. It's a common practice after signing an international agreement that impacts domestic legislation. Things get tricky if the proposed changes conflict with the constitution, but you haven't got one, do you?

Give over, the breaking party -- the UK -- has already admitted to breaking international law.

@normanleighton6526 Irrelevant. When the UK -- or any other nation for matter -- signs an international agreement, it is presumed that in case said agreement breaches domestic laws, the signatories amend their laws accordingly. The UK must've done so umpteen times while still a EU member and surely will continue to do so while not. If you're not happy with certain aspects of the WA, you re-negotiate them. Unilateral action is inadvisable if you value your reputation as a credible partner.

Every sovereign nation could game the system and renege on international agreements that way. It's not a prudent thing to do, however, because it still amounts to dishonouring agreements in the eyes of the other contracting parties. It also suggests incompetence at amending domestic legislation to match what you've agreed to internationally. It's not conducive to getting future trade deals, obviously.
