  1.  Graham Murphy  I couldn't disagree more. The Kaliningradians have a strong regional identity and are more likely to break free from Putin's authoritarian regime than their compatriots in Russia proper. It's not lost on them that their Baltic neighbours to the north are far more affluent. The same is true for the Poles, of course. Normal Russian economic austerity compounded by logistical challenges may just tip the scale.
