  6.  @jebbo-c1l  "Is" is present tense. What you're looking for is the past tense, "was", as in "France was a colonial power." If you need a country that is still holding colonies, pick Russia. It's trying to do colonialism in the present continuous tense, too.

They can leave any time, and many have, too. If you need a real cause, you'd have your work cut out for you with Russia, which is a past and present colonial power.
