Terrorists are by definition militants. Militants have opted for violence to further their cause. Terrorists are militants, but not necessarily vice versa.

The take-away here is that the US should be commended for their intelligence apparatus. Not only did they predict this year's concert hall attack -- which Moscow dismissed as scare-mongering -- but also, they predicted Russia's special military operation and thus could provide Ukraine with the necessary weapons to withstand Russia's initial attack. That was also a rather nasty surprise for Putin.

@MrGreFunky Dagestan is effectively a Russian colony. Russia never properly decolonised after colonising their backyard.

@MrGreFunky You're trying to redefine the term. Many African colonies had only small white populations, because an inordinate number of white settlers would succumb to tropical diseases, to which they had little or no resistance. West Africa, which was particularly dangerous, was known as the 'White Man's Grave'. Hence, should we conclude that West Africa didn't endure colonialism? Rather than going overseas, the Russian Empire gradually colonised its hinterland. The tsars were keen on Russia to be recognised as major colonial power that could stand tall among the other colonial powers. Curiously, Russia never properly decolonised. It lost bits and pieces along the way, but has held on to most of its colonies to this day.
