Firstly, Russia, like most other ex-Communist countries, appears rude to the rest of the world, since the Communists convinced the people that manners are petty-bourgeois. Secondly, Putin has promised dozens of times to diversify the Russian economy, yet making little progress after each promise. Russia remains highly dependent on oil and gas exports, which like no other fuel the economy. 'Baby economy' sounds about right.
