Parliamentary democracies have a head of state, who's either a monarch or a president with titular powers or a president with residual powers, and a head of government, who's either a prime minister or a chancellor. In Germany's case, it's the chancellor, currently Scholz, who's in charge.
So, there's more to the world than your United States of America and your presidential system. To confuse you even further, there are semi-presidential systems, too, like that of France. Sure, it's all a devilish ploy to confuse you Americans. Everyone's in on it.
