  21. The Russian populace has been employing a tried-and-true tactic -- apathy -- with regard to Putin's failed special military operation. These attacks in Belgorod and Moscow are turning the apathy into active opposition to the war. The First Chechen War was decided in Chechnya's favour after Russia's military suffered appalling losses and the public turned against the war. This Russo-Ukrainian War will be decided in the same manner.
