@alexejvornoskov6580 In a parliamentary democracy such as ours, decisions that become laws are specifically made in parliament and in parliament only. Nowhere else can our MPs vote on them. Executive decisions are reserved for emergencies, which the president and the state council declare. These emergency powers are restricted to national defence and crisis management. Even so, the parliament can overturn the state of emergency. You must be thinking about a presidential system, where the president can issue decrees or executive orders as he or she sees fit.

@alexejvornoskov6580 Surprise-surprise, even lowly civil servants are involved in preparing new laws. And subsequently they're still voted on in parliament, as you meekly admit. I suppose you'd like to have parliament discuss at length what you're having for dinner, too?
