They don't, but it's very worrisome -- and extremely embarrassing for Putin -- if someone with a military-grade nerve agent is running amok in Russia. Putin had better get to the bottom of this.

The smartest guy in the room I don't know about the embarrassment in the Britains' case, since the GRU killers left a clear trail -- allowing even Bellingcat's citizen journalists to retrace theirs steps --- so we can consider the case as closed as it can be under the circumstances. Obviously Putin's Russia doesn't want to co-operate in settling the matter in court, because that would amount to a mea culpa. Maybe Putin's successor will come clean -- perhaps Navalny ? That would be poetic justice. Oversight of Russia's commercial labs must be extremely lax.
