The UN can insist all it wants, but Russia will veto an peace initiative till Putin has exhausted all possibilities of saving face in this conflict -- or until he's unceremoniously removed from power. I guess it's not in his nature to step down, nor would it be a prudent move, since the knives will come out once he relinquishes power.
