  2.  @soundersounder8785  You're making it appear as if NATO expands by sending in the cavalry. Nothing is further from the truth. Interested countries apply to join, after which the existing NATO members ponder the merits and may or may not approve their applications. Decisions have to be unanimous. Basing foreign troops in a NATO country is subject to a whole slew of considerations, but it's nothing like a requirement. 'Privilege' would be a better description. At any rate, the NATO member in question specifically has to want it. So, you're proposing that Mexico is interested in joining CSTO and will invite Russia to base troops on its soil. If that were the case, NATO would just have to grin and bear it, Mexico being a sovereign country and all. I just can't think of a single reason why Mexico would be even remotely interested in such a course of action. And not just because CSTO died a silent death last year.
