  1.  John Doe  Oil is a commodity that is traded internationally. Producers owe it to their shareholders to get the best price per barrel. A global shortage would cause them to export their oil rather than sell it in the US. Trump could, of course, impose restrictions on oil exports to safeguard domestic demand, but such a move is unlikely in any other scenario than a national emergency.
