The NATO bombing of Yugoslavia forced Milosevic -- under strong diplomatic pressure from Russia -- to pull back his troops from Kosovo, thereby stopping the mass killings of Kosovars by the Yugoslav army. Russia's bombing of Ukraine will have no appreciable effect on ending the war. It only adds to Putin's long list of war crimes.

What's there for the US and the EU to negotiate? It's Ukraine that Russia should be negotiating with. You seem to live in a distant past, where great powers could ride roughshod over smaller countries.

Payback? Ukraine crippled an important military supply line, and out of spite, Russia takes it out on Ukrainian civilians. Putin's hissy fit was no strategic impact on the war -- Russia is still suffering one setback after another at the front.

With graphite bombs, which left the power stations relatively easily repairable. It worked wonders, too, because Milosevic's last remaining ally, Russia, urged Milosevic to withdraw from Kosovo, which he did. A year later, Milosevic was deposed, and three years later, he was standing trial in the Hague for war crimes.
