  1. The problem is not the UN -- it's Russia's permanent seat in the UN's Security Council. Russia's veto takes the sting out of any condemnation.

  2.  @coriolan1963  I agree... in principle. It bears reminding what happened to the League of Nations. Sulky great powers never joined (USA) or left (Italy, Germany, Japan) or were unceremoniously kicked out (Soviet Union). It rendered the League of Nations impotent.

  3.  @andrewokoduwa3773  So, what kept Russia and China from coming up with draft resolutions that condemned NATO''s actions? You'll find that more often than not, Russia and China were perfectly fine with NATO taking the initiative. Afghanistan is a good example. Both Russia and China consistently voted in support of ISAF.
