@e3498-v7l The winning party of the European elections and the European Council -- that's the EPP and the heads of state or government of all the EU member states -- nominate a candidate for Commission President. Next, the entire European Parliament votes on it. If said candidate fails to gain a majority, there's another round. What's there not to understand? It's no different from appointing a prime minister in a parliamentary democracy.
