  1. It's a common practice. One of the oddest examples was Estonia gifting Soviet-made D-30 howitzers to Ukraine. They had first belonged to the East German Volksarmee, but they were declared surplus after German reunification. Finland took them over, only to resell them to Estonia. Estonia had to ask for permission from both Germany and Finland before it could pass them on to Ukraine. Ironically, Russia's permission was not needed, although it's Russian troops that these howitzers have been used against.

  2. The Stridsvagn 122 is basically a Leopard 2, so yes, it is expected to be part of the pan-European effort to outfit the Ukrainian army with Leopard 2s.
