@vinnieg6161 Like Germany, Finland could've shelled Leningrad at will, but chose not to. Its citizens were keenly aware of the fact. When they moved about the city, they always picked the side of the street that otherwise would've been under Finnish bombardment. 18 or 180 Blenheims, civilian targets were off-limits.

@LisaNH934 Since 2014? Putin organised the apartment bombings in Russia in 1999, to serve as an excuse to have another go at the Chechen rebels. Civilians, Russian or otherwise, are mere pawns to Putin.
