The Orcs have never really understood scorched-earth policy, according to which a retreating defender destroys any assets that are useful to the advancing enemy. In Soviet Russian thinking, they must do the honours themselves.

@JulianSojobo You'd think the meticulous reports compiled by the OSCE Special Monitoring Mission in the Donbas would've mentioned said killings (of civilians?). But no, nothing. What makes the oversight even more peculiar is that Russian monitors actively participated in the SMM. You'd better explain this curious anomaly.
