  2.  @kartikeyatiwari2502  I don't think you have a clue. You don't conduct a referendum in a warzone -- or a battlefield, for that matter. Neither does an army conduct one. It should be up to the UN and the OCSE, but Russia can't risk an unfavourable outcome, so they're not invited.
