Pelosi's been in this corner since winning the majority in the house. She has people who absolutely can't get re-elected if they continue. She also has people who can't get re-elected if the fake outrage against Trump isn't perpetuated through November, 2020. So she's trying to maintain the tension between the two sides: moderates versus immoderates. As long as nothing is resolved either way and they throw shade on Trump, non-stop, she can maintain the appearance of a working majority. It was already proved in the last ridiculous impeachment vote that there is no working majority for Demokkkrats on key issues. They can't get anything real done, and if they DO, they won't get re-elected. So it'll be lots of rhetoric and nothing else.
