So this is a grocery store specializing in imported products? Sounds like he's trying to run a barbecue out in the parking lot of whatever mini-mall or wherever he's set up. It's not inconceivable that it's a nuisance to other businesses, and that he doesn't have the right to set up outside. Just don't know enough about the story.
