One thing Trump understands as a billionaire businessman is how to use your SIZE to just SIT on people. This is the way for a big, strong country such as ours to push things in the right direction without using any direct force. It's an often-criticized aspect of his business dealings with contractors with whom he had disputes. "Go ahead and take us to court. We've got lawyers on retainer, and we're pretty sure we'll win, and we know you can't afford to lose." He'll never start a war with anybody, when just tying them up in knots with sanctions until they come around is bloodless. He doesn't have to USE a carrier task force. Just park it in the neighborhood with a "You were saying...? (Nah. We're not here to start anything, but we can sure as hell finish anything YOU start!)"

Oh, I think the Soviets understood the importance of naval power. They just didn't (and afaik, still don't) have the kinds of warm-water port facilities it takes to support anything close to what the USA has had for many years. What do they have that's open year-round? The Black Sea? You should read Heinlein's '70s-era "Expanded Universe." A couple chapters are devoted to the USSR and the old logistics guy's eyes-on assessment of the port facilities the Soviets had at that time. I don't think they had the infrastructure to really support a navy to rival the USA's at any point in their history.
