I'm not sure this was anything but a joke by a man with zero charisma or comedic timing. Not sure. But I've seen plenty of other examples where he clearly came across as senile. Very similar to when Hillary was trying to be witty and down-home, while everybody in the room just stares at her or goes along because they don't want to be suicided.
