  1. American cities already spend billions on the homeless. It's an industry. They have no intention of solving homelessness. It's money down a rathole. $100 billion would be $80 billion to bureaucrats, $19 billion to their relatives and mistresses, $1 billion to building new housing that needs to be torn down in 5 years because it's not up to code and people keep dying in fires.
