  1. In the 1980s, a guy named J. Peter Grace was hired by Reagan to look at the system. His proposal was to replace all federal poverty programs with a pro-rated "negative income tax." It would have taken care of poverty without a mass of overlapping and inefficiently-run poverty programs, and eliminate 90% of the red tape. Trump's proposal sounds like another harmful big-money boondoggle for virtue points. What we should do is make SURE that unemployment works the way it's supposed to, and laid-off restaurant and hotel workers should be first in line for the unemployment. This should be a short-term thing. Throw resources at the unemployment insurance, for the short term.
