  1. I think a lot of them were previously Soviet "apparatchiki." I'm not sure exactly how the means of production passed from the hands of the State to individuals. I think it was pretty much Wild-West, pretty much musical chairs, for a time, before various strong men emerged as captains of this or that industry, during the post-Berlin-Wall free-for-all. I think they're the strong men who picked the bones of the Soviet corpse. Putin's kind of a hero of the people for putting an end to at least some of the most blatant corruption and working to keep more of the money that was fleeing the former Soviet Union, to enrich a small number of oligarchs. By our standards, they're corrupt as hell, which makes them only about half as bad as the Soviets.
