So they haggle, eventually arriving at a figure that both sides can accept. Or they decide not to make a deal, because they can't agree on a number. Of course you're going to try to boost the value of your assets when you're looking for a loan. But the prospective creditor has access to documents and the physical property to assess and come back with a lower figure. This is called "negotiation."
