It's a very similar kind of sentiment, and it all flows from the slippery slope of forcing everyone to pay for the mistakes of everyone else, everywhere. I feel for flood victims. But the federal flood-insurance program always loses money because they'll always swoop in and help you re-build in the freakin' flood plain! People can't buy flood insurance on the open market because the insurance company isn't going to cover any structure in the flood plain for less than an exorbitant premium. Even out of the flood plain, you only need "flood and water damage" coverage if your place doesn't drain properly. Anyone whose property is away from the flood plain and constructed in an intelligent way, doesn't need flood insurance, so the pool of flood insurance buyers is very small, to begin with. Only people likely to be flooded buy it, and that's why it costs an arm and a leg. There are homes that have been re-built 40 or more times under the federal flood insurance program. Below-market flood insurance makes it all possible and is a constant drain of taxpayers' money.
