  1.  @robertrichardson2120  : That's a good theory. But it doesn't square with the results. Democrat-run cities are shit-holes. Blacks stopped gaining on whites with the Great Society programs of Lyndon Johnson. If Dems set out to end poverty, they went about it in exactly the wrong way. So no, they're not TRYING to preserve poverty. They're just totally incompetent.
