Yes, but you have to understand that a lot of them wouldn't exist without U.S. money and military support. The USA doesn't care who runs the government as long as they do what the USA wants: Back the USA's policies and keep the resource extraction operating smoothly. None of that money goes to the people of those countries or they would all be very rich. Some places in Africa, "dictatorship of the proletariat" sounds pretty good, compared to what they've got. Watching the evolution of Russia, I'm beginning to think that collectivism might be one of the stepping stones to modern democratic republicanism. Without a middle class that's strong enough to tell the government "No," it's hard to see a path similar to how the USA built something great. Now I wonder if we'll ever get back to limited government in the USA, or if we have to follow the French and spend centuries wondering how our socialism is always failing.
