Yes, but there's a limit on how many people they can set on how many other people at the same time. As a rule, you see countries like Turkey get ahead of the curve, because of despotic rule. Erdogan can outlaw a company and they're done. That's harder to do in the West, usually. But countries the size of an average state in the United States can all be of one mind much more easily than a nation made up of 50 states that same size.

It's all pretty much in your face. Mueller appointed special counsel, with HIS track record of parallel construction and blurring the lines between criminal and terrorist to weaponize the intelligence services against drug dealers or anybody else somebody wants to classify as a threat or a terrorist. "We were justified because these are really bad people." Well, sometimes they are, and sometimes they're just people some high official doesn't like or feels threatened by. I can't believe we have the same party that weaponized federal agencies against partisan foes back in the White House after only one Republican term. The Obama alumni ran out the clock against Trump and are back in force. They have no idea what they're doing, but they're really good at obtaining and abusing power to KEEP power. These are pretty dark times, and I don't know if even a Republican president can put a dent in one-party rule of federal agencies.
