By "our democracy" they mean "Government of, by and for the Ivy-League elites," who have the permanent civil service on lockdown. Presidents come and go. To the permanent civil service, their appointees are "summer hires," but the vast majority of the bureaucracy remains intact over many presidential terms.
A president can go along with them, and have the full backing of all federal agencies, or the president can go against them, and have the full force of the government turned against them. Trump is one of the latter. Jimmy Carter is the last one we had before Trump. Before him, Kennedy and Eisenhower, but even by Eisenhower, there really wasn't much a president could do to really change anything.
He fired lots of people, trying to break the MIC, but they just flowed around and behind him, like a river. We all know what happened to Kennedy. As for Carter, he tried to do some things and basically got overruled.
