  1. You can't impose your will on the majority against its will. That's democracy. Voting for stupid things that will store up trouble is also democracy. The balance is something like the U.S. Constitution, where only the stuff that 2/3 of the people agree on makes its way into law, and it'll take a 2/3 majority to overturn it. Majority rule is bread and circuses. Imposing your will on the majority is tyranny.
