So you install "accountability watchers." Then they become corrupt. "Who will watch the watchers?" The key is the divorce of authority from responsibility. People spending other people's money on yet other people. The problem is creating one central place where all decisions are made for everyone. Good and bad. How do you get promoted in these institutions? By pleasing your superiors. That turns everything political. After that, all it takes is one sociopath in the hierarchy to twist the institution. A climber like Fauci, for instance. But don't focus on Fauci as a bad guy. Focus on Fauci as another example of how things will go off the rails when these large, powerful institutions inevitably will go off the rails. You can't guarantee that all high officials will be saints, so you never give any of them that kind of power, because a Fauci will always rise to the top.
