  1. Developers aren't going to come in and revitalize anything, because the property owners would rather let them sit empty than lower their asking prices for sale or rent. Nobody can afford to buy or rent at those prices, because the revenue from a commercial property is so out of line with the cost of commercial property. Eventually the dam will break. But right now, we're witnessing a lot of "walking dead."
