  1.  nlpjohn  : You can make a strong case for turning things over with a change in administration. Careerists entrenched near the levers of power can be a dangerous thing. What people WANT is for these agencies to be run, professionally, so that it doesn't matter if there's a new sheriff in town. But sometimes, a spoils system is the only way to get the bad apples OUT. It may not do much for keeping bad apples OUT, but it has the merit of turning things over, so nobody gets too comfortable.
