  1. Federal intervention is what these broken cities WANT. If they can fail badly enough, the feds come in and clean things up.. The incompetence is deliberate. And boy wouldn't the feds love an excuse to normalize federal troops on every corner. The War on Drugs is a festering problem that is a marvelous reason for militarizing law enforcement and having laws that millions of people break, so you can round them up whenever you want, or discriminate against them, justify all kinds of oppression on large numbers of people "for the greater good."
