To be fair, remote work has hollowed out a lot of those office buildings. In many respects, they have become obsolete. That's a huge factor in the hollowing-out of urban areas.
Just like a hike in minimum wage catalyzes the hollowing-out, so did COVID. We were evolving towards remote work, but COVID put that evolution on steroids, and it's happening faster than cities can react.
Of course, what the city "leadership" has done in response to all of this is to double-down on the worst of their mistakes in the past. That's another huge factor.
The corrupt and corrupting War on Drugs is a big factor. Rather than de-funding the police and decriminalizing narcotics, they should have legalized narcotics and given people a legal place to go to ruin their lives (like liquor stores). Yes, the harm due to narcotics would still be big, but it would be in the light of day, and police would stop spying on us, and start enforcing laws prohibiting crimes against people and property, which is their only reason for existing. They would enforce laws against vagrancy.
The welfare state is another big factor.
Federal funding for education is another big factor.
