  2. It raises the barrier to entry significantly. I think it just got a whole lot cheaper and easier to squat somewhere else. But yeah. If they couldn't enforce it, before, what're they going to do to enforce it, now? They could've kept the homeless out with one security guard, before. Maybe the container business generates enough money to make it worthwhile to hire somebody. Up 'til now, it's been "Chase them out when you notice them," but nobody's there all the time.
