Drug addiction is for health professionals, not law enforcement. The War on Drugs is a War on the Poor. Take the profit motive and the conscious law-breaking by MILLIONS out of the equation. Heck, I'd let Granny tend her poppy plants and self-medicate her arthritis for free. What's wrong with a coca plant in the back yard, for the odd toothache or stomach upset? If it's used infrequently, which it usually is in its raw form, especially if Granny's responsible and learned from her momma just like her momma learned from hers. I think all that stuff should be wide open, and the law come in only when an actual crime has been committed. People can be trained in the safe use of drugs. Take away the temptation to go into business for yourself, without proper licensing and taxation, and hold people strictly accountable for their actions. Having laws against drugs doesn't minimize the harm caused by drugs. It increases the damage, especially when you see violent offenders being crowded-out of jails to make room for non-violent offenders serving mandatory sentences.
