  3.  @joewood753  Water rights in the West are all messed-up. They cut deals back in the dim, distant past, that really don't make any sense. I remember in Greeley it was illegal to have a rain barrel. Just ridiculous. They built a cities that were unsustainable unless they stole the water from everybody else.
