Keeping Kamala out of the loop doesn't mean Joe's calling the shots. It's been clear since the primaries that Joe's his handlers' puppet. And let's be honest. The government is such an enormous octopus that ANY president is pretty much the pawn of his/her top advisors, who tell him what (their version of) the facts are (is) and what he can/should do based on those facts. You could argue that the president sets the overall strategy/direction, but even in that, the president is entirely hostage to what the "experts" in the administration tell him. It's like the whole thing with the "red button" and the "nuclear codes." I don't think any of that is the president's call, when it comes right down to it. It's the entrenched civil/defense/foreign-policy wonks surrounding the president that make those decisions, whatever the figurehead says or does. And under Trump, we come to find out that his own people were regularly lying to him and disobeying him. He thought our troops were out of Syria. They weren't. Dana Perino gives way too much benefit of the doubt. She's way "establishment."
