Not enforcing the law really started in earnest during Obama. He knew the law. He didn't enforce it or say anything to the cities that weren't enforcing it. He just wanted to watch them burn, apparently. Then Trump came in and the precedent was set, and the rampant lawlessness had taken on so much momentum, there was no stopping it, until recently, because years of this nonsense wore out its welcome.
