Yup. The shadow government ran things behind Trump's back. There's really not much a president can do about it, if his administration is infested by ruling-class traitors, who will not abide by the wishes of the people. This is very common in big bureaucracies, nowadays. They grow beyond the ability of anyone to oversee, properly. In private business, that doesn't happen, because the businesses fail shortly after they lose touch (unless they're in bed with the government, which the biggest and most toxic corporations ARE). Government institutions just never go away, no matter HOW bad the leadership is, and they attract and promote all the worst people.
