  1. Zero-sum thinking: All we have to do to raise revenues is raise taxes. I remember Colorado tried this one time with out-of-state hunting permits. Revenues plummeted because people from out of state simply stopped buying hunting permits. It turns out that you can't just raise taxes or fees to meet your budget shortfall. You actually have to govern wisely, so that basic services are provided and taxes are kept as low as possible.
