  1. It's not U.S. aid. It's USAID. No "aid" in the name. It's "agency for international development," which is Swamp lingo for "regime-change front organization." A few million bucks can create a lot of chaos and strife in a small country. Perfect for cheap regime change. Buy up or just buy off most or all of the small country's media, and you have plenty left over for Rent-A-Riot activities. See "Maidan Coup" and "Virginia Nuland."
