It's definitely creepy and verging on SA, but k-12 schools have pretty broad latitude, with teachers and administrators have broad powers to act in loco parentis (legal guardians) for the children under their supervision. FWIW, teachers/administrators abusing their authority have been with us since the first public schools. You have to look at the psychology of choosing a career teaching and supervising children. You get a lot of motherly and fatherly types, and you also get a lot of freakazoids, who want to lord it over others. "Finally! I get to tell the cool kids what to do! Bwahahahahaha!"

Good luck prosecuting those teachers. All that the school is really giving up, until we get back to the original definitions and intent of Title IX, is federal funding. No grants. Colleges and universities are much quicker to comply than k-12, because threatening to shut off federal funds to colleges and universities destroys their business model, which is Federal Financial Aid, on which a huge chunk of students (especially unwed mothers) depend for their college.

I'm not sure it's criminal, but I do know that it's doing the one thing that I never thought would ever happen: The public school system being rejected by the general public, and parents finding private alternatives. By the way, private alternatives, with intelligent use of technology, is way cheaper than it was 20 or 100 years ago.
