  1. The only way to police this stuff is for parents to only allow channels and content they've already vetted. This is easy to program: Deny All. Allow specific channels. Restricting channels after you find them to be bad is a game of wack-a-mole. It also opens the door to arbitrary censorship by power-mad hall monitor types. You don't want either one.
