  1. You don't need saddles to use horses to get around on. You can throw spears or shoot arrows from horseback. But massed cavalry attacks with chargers is something that requires some kind of saddle. The Romans used 4-poster wooden saddles. The invention of the stirrup made a huge difference. But it came quite a bit later.
