That's already been happening. 40 years ago, I worked my way through school, while the neighbor girls up the hill just got pregnant and got food, housing, and Pell Grants. Their parents were better off than my parents, but they played the system. Sent their daughters out to get pregnant and supported them under the table. After a year of that, their daughters could file for all the free benefits, as single moms. And they were insufferably self-righteous about how tough life was, surrounded by all kinds of nice stuff I couldn't afford, while my parents' and my taxes were paying for everything.

@bean-spiller Actually, there's a good libertarian argument for the government butting out of both. The vendor and customer have a keen interest in quality and price. Using taxes for such things leads to great boondoggles and unsustainable cities, built where there would be no such, if you actually had to pay as you went. Many examples of this. And look at what the tax-paid education system is pushing...
